Parents and carers – responding to bullying

This blog contains some of the supporting advice we have given to parents and carers about how you actually respond to bullying – the processes we need to go through and to include children and young people going forward to help them regain a sense of control ands influence over their lives.

How do I know if it’s bullying?

When we talk about bullying we are talking about something that is both behaviour and impact. Behaviour that can make people feel hurt, frightened, scared, left out or worried – and the impact of this behaviour leaves them feeling less in control of themselves.

We know that bullying takes something away from people; that is one of the things that makes it different from other behaviours. It takes away people’s ability to feel in control of themselves and to take effective action.  We callthis our agency. Bullying strips away a person’s capacity for agency.

It’s important to remember this when we respond to bullying behaviour.  If we can accept that it takes something away from someone, our focus has to be on helping them to get it back; helping them get back that feeling of being in control and being themselves again. That’s why we have to involve young people in what they want to happen, what they would like to happen, and what they are worried about happening. 
And sometimes we need to take a lead from them as to what pace we go at. If we can do that, we can help restore that feeling of being in control. 

We are teaching children very important life skills.  We are teaching them to negotiate difficult relationships and that’s a factor of life for everyone.  It’s a skill we all need as adults, to learn how to get on with people and to learn how to dislike someone in a respectful manner.  That’s how we approach bullying.

What advice should I give?

Hearing that your child is being bullied brings out an understandably emotional response. It’s difficult for parents and carers to hear.  It’s difficult because you feel so strongly about it and when you hear your child is being bullied, you are not always at your best.

Sometimes the advice we give children and young people at this time isn’t necessarily the best advice. Being told to hit someone back if you are being bullied is actually a common response; children and young people have told us this is something they hear. We know it exists as an option to use but we know, by and large, it’s not necessarily the best or safest option to take.

It doesn’t take into account people that can’t or won’t hit back; people that have mobility problems or who are too scared, or people who won’t like the thought of violence.  So there always has to be an alternative to it. We don’t go through life answering challenges and relationship difficulties by resorting to violence, yet we tend to tell children if they are being bullied they should hit back – whether they are being physically bullied or bullied online, that’s the advice we tend to give.

There is never one, single, answer when it comes to bullying, it’s about knowing how to think about it and how to approach it.

Sometimes you have to ask your child, ‘what do you want to happen?’
‘tell me what you have done so far?’
‘what would you like me to do?’
‘what do you think would happen if, say, I was to go up to the school and talk to them about it?’.

If they are worried that you would make it worse, you might have to try something else because most children want bullying to stop with the minimum of fuss.
‘What do you think would happen if I spoke to someone’s mum?’ or
‘is there someone else you can talk to?’

It’s about exploring options; thinking about what you can do and sometimes having to say, as a parent, ‘look if I’m worried and I don’t think you’re safe, I’m going to step in’, and explain why you are doing it.

This process of exploring what you can both do role models a way of thinking and the aim is to agree a way forward – a plan you can agree to and agree to review if it’s not working. You will have a positive impact on their anxiety levels as they can discuss things with you and they can see your desire to help rather than you being angry or upset. It is not about as a parent or carer having all the answers – it is about asking each other questions, talking and most importantly listening, to get closer to an answer together.

Listening isn’t always easy – especially if we are emotional but the one thing children and young people have told me consistently over the years is that they want listened to when they are being bullied.

The temptation to run off and solve it is an understandable one, but we should always take a moment, pause and think, ‘how do I give my child back a sense of being in control?’ because it’s that sense of being in control that has been taken from them, and that has to focus your response. Sometimes your child might ask you not to do anything straight away – to give then the chance to go back into school and see how things are.
 

What if my child is bullying someone else?

If your child has been accused of bullying or you suspect your child is bullying, you have to address their behaviour and the impact that it has had. Children who are bullying others need help to repair relationships; they need help to understand that what they’ve done is wrong. Sometimes they know the impact of what their behaviour is; that’s why they’re doing it, but sometimes they need help to understand the effect their behaviour is having on someone else.

It’s important when we deal with children who are bullying that we don’t label them.  We talk about their behaviour and we talk about the impact that it has, we don’t label them as bullies. There isn’t any one stereotypical ‘bully’.  Bullying is behaviour that makes people feel a certain way – and many of us will have acted in a certain way that made someone feel hurt, frightened or left out. It’s much easier to change your behaviour if I say, ‘when you did that to him, that was bullying’. I’m much more likely to get a better response then if I say, ‘because you did that, you are a bully’.

People won’t recognise that label, parents will object to that label and you don’t change behaviour by labelling people. You change behaviour by telling people what they did, why it was wrong, and what you expect instead.

Bullying and the ‘One-off incident’…

One challenge we have faced on several occasions over the years is around perceptions of what a ‘one-off incident’ is and ‘can it be bullying?’

At respectme, we have always stated that behaviour does not need to be persistent for it to be bullying – even though typically bullying may be repetitive, this does not mean it always is or has to be.

It is unhelpful to think of bullying this way and narrows our focus.

The most common response to this approach is that, by our definition, every single one-off incident or argument between young people can now be considered as bullying, and teachers especially are going to have to record every little fall out or cross word that happens.

Saying that something can happen once and it can be bullying is not the same as saying everything that happens once is bullying.

 We never have and never will suggest that two children who fall out over something or who aren’t nice to each other are bullying.  It is reasonable to expect adults to deal with this low level, everyday behaviour by challenging it when they see it, and by role modelling the right way to behave – and there is certainly no need to record that you have done so. Bullying is different.

Bullying is a mixture of behaviour and impact – the impact on a person’s capacity to feel in control of themselves. This is what we term as their sense of ‘agency’. Bullying takes place in the context of relationships; it is behaviour that can make people feel hurt, threatened, frightened and left out.

Nowhere in this is it suggested that falling out or arguing with someone is bullying – children and young people will fall out, they will disagree on who and what is cool, they will bicker with each other and this is part and parcel of children being in social situations. People can argue without it being bullying.

A young person can be threatened and intimidated by other young people on a bus, leaving them feeling humiliated and embarrassed– This only needs to happen once to stop them from getting on that bus again, or being terrified at the thought of it, or re-living the experience and not being able to concentrate in class.

The threat of it happening again is very real; the likelihood of it happening again is also real if that’s the bus they need to get to get to school every day.  Regardless of whether it happened on the last day of school, when all of the people who took part were leaving for good, or whether it was the last time that bus ever ran, or whether the person being bullied is moving to another country the following morning and won’t see these people again, it is still bullying. The behaviour experienced sill stripped someone of their capacity for agency.

If I get humiliated and picked on when changing for PE one day, it could have lasting effects on my participation in it or enjoyment of it.  Do I really need an adult to not take it seriously or consider it bullying because it only happened once?

How do we apply this to behaviour that takes place online? One post seen or read by dozens can have a devastating impact – is it the number of ‘likes’ that make it repetitive? In the playground or on the bus, people can hear nasty and hateful things being said.  Would we consider a story being shared or gossip passed around as repetitive or persistent? It certainly can ensure the impact is greater.

Adults need to have the confidence to deal with behaviour when it happens. How often it happens might make it more serious; it could mean attempted interventions have not been successful and it now requires a more robust response.

Now, I know most adults are capable of responding in this way but I have seen first-hand and heard many times from children, parents and from some senior teachers, that because it only happened once, they couldn’t do anything – their anti-bullying policy said it needs to be repeated.

This very literal take on a policy document is in some ways understandable – that’s what many people do with polices.  The thing is for me, if you need people to apply judgment and discern (and you do) don’t give them a definition that is limiting or reductive. Let them consider what was the behaviour, what impact did it have and what do they need to do about it? It is what you do that matters.

When I ask young people if something that only happens once can be bullying – the overwhelming response is ‘of course it can’.

I have always struggled with the subjective nature of the word ‘persistence’ to be honest – does it simply mean more than once? More than once a week? Or does once a day make it persistent enough to deal with? And also, who decides? My teacher – who has not seen or heard every incident – or me, the person it is happening to? Also, how does my teacher know it is not persistent? They never saw what happened on the way into school or in my last class in another part of the building.

I do understand if people’s motivation to exclude ‘one-off incidents’ from bullying is due to recording and the time this will take up. If what you mean by ‘one-off incidents’ are low level, everyday interactions such as a fall out, an argument or a cross word, then I support that- but then you need to define what you mean by a ‘one–off incident’. Make sure there is a shared understanding of what you mean and what is expected of people as a result.

Your policy needs to be clear that when you say a ‘one-off incident’ that it is not bullying you are talking about but the low level stuff just described. Be clear that you are not excluding certain bullying behaviours because they only happened once.  

Make sure everyone understands repetition or persistence is not a criteria that is to be applied and used to determine if something is bullying or not. If there is not a shared understanding of this, then responses are less likely to be applied consistently and inconsistent responses form part of a culture where bullying is more likely to thrive.

respectme Scotland’s anti-bullying service

respectme is Scotland’s anti-bullying service. It is managed by SAMH, The Scottish Association for Mental Health and LGBT Youth Scotland. The service was launched in 2007 and builds adult confidence and competence to recognise and deal with all kinds of bullying behaviour. The service provides strategic policy support, offers skills development training and campaigns to raise awareness. The service was externally evaluated between 2009 and 2011 and was found to be a ‘catalyst for change’ and was a ‘credible’ and ‘robust’ anti-bullying service. The service was instrumental in developing the National Approach to Anti-Bullying for Scotland’s Children and Young People and ensures all stakeholders operate in-step with this approach.

respectme’s resources and approach to anti-bullying is recognised internationally. Bullying is behaviour that makes people feel frightened, hurt, threatened and left out. It impacts on a person’s ability to feel in control of themselves (their ‘agency’) and to respond effectively. This behaviour can harm physically and emotionally and the threat is typically sustained. This behaviour takes place in a variety of places, including on-line.

Cyberbullying was an emerging issue when the service launched early 2007 and at the request of the then Minister, respectme delivered a campaign on cyberbullying that urged parents to ‘connect’ with what their children were doing on-line not ‘disconnect’ from the internet. We found that parents and adults who understood how social media worked, what it was used for and how to make it safe or monitor it, were much more confident when dealing with bullying that happened on-line.

Over the year’s respectmedeveloped resources, web content and a very popular 2 day training event on cyberbullying (in 2011/12 we delivered 24 sessions). We were able to refine and develop confidence with our core messages about cyberbullying and communicate these to our stakeholders.

These key messages include:

Cyberbullying is bullying – it is still about relationships that are not healthy or being managed or role modelled well. It is behaviour done by someone to someone else, it is the ‘where’ this is taking place that is new. The behaviour appears to be migrating, as children spend more time on-line, the behaviour they have always exhibited and experienced comes with them.

It is important to include cyberbullying in your policies and procedures on anti-bullying and not see it as something entirely separate – it is still rooted in relationships between people.

The internet is a place, not a thing – for many the internet is a tool that they use for a variety of things, buying, sending messages or research. To most children and young people it is a social space that they spend time in and use to stay in touch with their friends. This principle underpins all of our anti-bullying work in this area. This led to a very successful video campaign in 2011 called ‘She’s still going somewhere’, the message for adults was, whether your child is going into town or online, they are still going somewhere and you need to be just as interested and concerned about where they are going and who they are going with.

Like all places children and young people go to, there are risks.

Children and young people do not differentiate a great deal between friendships online and in person – most of their interactions on-line or using their smart phones is with friends and people they interact with in other areas such a schools or where they live.

Children and young people use this to communicate –the purpose of using smart phones or laptops is primarily about staying in-touch with friends, this is as important for young people today as it was 40 years ago. They have different means at their disposal but the principle is the same.

Adult fear and anxiety – has been the biggest hurdle in dealing with cyberbullying. This has had a very high media profile at times and it appears ’new’ and for parents or adults who do not use social media or connect with their friends using the internet, this is a challenging and at times bewildering experience. There are so many types of phones, connections and complex safety features and so on. That is why respectme’s training focusses on developing adult skills and confidence and their understanding of  how and why technology is used this way.

Lots of colleagues have said they are ‘technophobes’ or are not ‘tech savvy’ and have voiced how much they dislike Facebook or twitter. We have maintained that if you work with children and young people or are a parent or carer – that is no longer good enough. You need to know! For some that will require a real effort to spend time and utilise the relationship they have to learn this.  We cannot abdicate responsibility for this to software. We need to connect and learn about how young people use the internet and the phones or laptops they access it from. They use it mainly to talk to and meet their friends.

Many adults have experience of managing risk when working with children and young people, this is a new place for us to consider. We need to be as imaginative and creative with the internet as we have been in other places.

respectmeundertook extensive research on October 2011 on this issue that both confirmed our messages and informed the work we do.

This research involved 3,944 young people from 29 of Scotland’s 32 local authorities aged 8 – 19 years. It confirmed that children and young people are online almost every day. They use phones and laptops, boys also use games consoles to connect with friends and socialise. For the most part, the friends they talk to at school are also the friends they chat to on-line. They do not draw any difference between talking to a friend on the phone, on BBM or on the way to school – it’s all talking to friends.

16% say they have been cyberbullied – this is reflective of the findings from colleagues in the rest of the UK

25% worry about cyberbullying,

55% say they are online every day for 1 – 3 hours, nearly 10% claim they are on for 5 hrs. or more

Facebook (68%) and BlackBerry Messenger (28%) are two most popular platforms – Blackberry Phones are the most popular as instant messaging is free between handsets and having unlimited messages is what children are looking for. This enabled respectmeto tell parents that these were the two platforms that they really needed to connect with, learn how to use them and how to make them safe. There are so many places to connect and chat on-line that it can be off putting for parents but not unlike adults, children and young people tend to gravitate towards the same places.

63% of children bullied online knew the person who was doing this and 40% of the time this carried over into school. Children who had been bullied on-line stated that reading a nasty comment was worse that hearing it or knowing it had been said. Children who had not been bullied on-line were ambivalent about the difference in impact.

The impact of this behaviour is the same as the impact of other types of bullying, fear, anxiety and worry about repercussions. It is likely for many children and young people that if they are being bullied, say in school, it is highly likely they may also experience bullying behaviours online as well.

71% of children who were bullied would like to tell a parent or carer,  43% would tell a friend and 31% would want to tell a teacher.

Schools have struggled at times to deal with bullying that happens on-line as they believe it happens ‘out of school’, respectme’s take on this is that bullying happens to individuals, the impacts are felt by them and they take this with them wherever they go. If they tell their teacher something happened and they are worried, like any disclosure of this kind, teachers and schools must respond in a supportive way. Children will be telling a teacher for good reason; they believe they can help them.

Cyberbullying can be more intrusive and children and young people may find fewer ‘escape routes’ as switching off their phone is rarely an option. While messages can be blocked, deleted or reported, they can be seen by hundreds of others within minutes and incidents can spiral out of control very quickly. A comment made while angry to a friend can be seen and shared in no time at all.

respectme has develop very successful guidance for children and young people on bullying, staying safe and their own behaviour on-line as well as resource for adults.

Current research on this phenomenon in other parts of the world does support respectme’s assertion that cyberbullying is effectively addressed when seen as part of our whole anti-bullying approach. When we discuss bullying, we discuss what happens on-line as well as face-to-face; children are not making the same distinction adults are.

There is a need to help adults develop skills and confidence in this area though. There is still a gap between what they currently know and what they need to know about the platforms and devices children and young people use.

This year’s anti-bullying week competition – what have we learned?

It has been such an interesting experience to go through each of the entries into this year’s competition – as it is every year. This year we have around 2,000 entries. That’s 2,000 individual pieces of feedback on ‘What bullying means to me’.
The question posed is very deliberate – it’s not about finding out what children and young people think about bullying or what is a good message or poster for your peers is but what does it mean to you. Having been involved in every competition we have ran in the last 5 years, I have always paid attention to the emerging themes and issues from the thousands of submissions. A couple of years ago the theme of loss and helplessness emerged very clearly and helped us understand the impact bullying had on a person’s agency, their capacity for self-management.
It was very clear that bullying took something away from children and young people; we took this notion and discussed it further and how effective responses gave something back, so emerged our thinking on agency. (See initial blog)
When explaining agency to young people I have often used the analogy of a ‘typical day’. A day where you get up, have your breakfast, you know you are off to the bus-stop to meet friends, what classes you’ll enjoy, pay attention in or even avoid and have a good idea of what you’ll be doing after school. Children and young people recognise this scenario and that they will have experienced this.
When a person is being bullied, they say that is not their day. They are not in charge of how they get to feel, someone else is. It affects how they felt when they wake up, if they eat anything, the nerves heading for the bus perhaps or what someone will say to them if they walk in this door at school. Will they be asked to go out tonight or ignored again? Again, some of them recognise this day too.
There are so many of the entries this year, especially in the creative writing category that have reflected this very clearly. There are many stories where children and young people reflect a feeling of nervousness, fear and a lack of control over situations that sometimes starts the moment they get up. They describe in vivid detail days and experiences they have where others make them feel worried and scared, where people affect their ability to learn.They descibe physical responses too, legs shaking, hands trembling and feeling very cold.
This writing reaffirms what we believe about bullying and agency, they describe individuals who are not agents in their own lives; they are not in charge of how they feel and our responses must focus on restoring this loss.
When children and young people are asked to reflect on what bullying means to them, they describe feelings of hurt, fear, loneliness, worry and anger. They describe scenarios where friendships turn sour, where people are left out and where being new to a school or a group can intially be a very difficult experience. They also express a real desire for people to return to being friends. It is the most common solution put forward, one where relationships are repaired and people ‘get on’. They offer very little by way of wanting to see people ‘punished’.
 The art work submitted, ranging from posters to drawings and sculpture reflects many of the same issues. Images of feeling trapped, having your mouth zipped up, feeling caged, dark colours and feeling very small in large rooms or spaces. These all reflect a sense that they are prevented from being themselves and how they look, act and feel. What they are asking for is the chance to get back to that feeling.
It is a huge pleasure to get to do this and every year we receive incredible entries, I have never doubted and have always championed the creativity and the contribution children and young people make. These entries are a significant contribution to what we do because of the question we ask and the incredible way they respond.

Anti-Bullying Week 2012

This year will take place from Monday November 19 2012 until Friday November 23 2012. This takes place in the same week across the UK. For the team here at respectme, it is a very busy period. We start planning this around March and April each year. Our focus is on three main things:
1. Our national conference
2. The anti-bullying week competition
3. A national anti-bullying media campaign
We aim to keep the standards of these very high!
This year’s conference will take place at Murryfield Stadium on Tuesday November 20 2012. We have held a conference there previously and it is a great venue. Since our very first conference we have ensured that the inclusion of children and young people is meaningful. I have always been surprised and a little disappointed when I have attended events and there are two young people sitting at the front with a teacher or member of staff and there presence is acknowledged by all the key speakers but that is as far as there inclusion goes.
I have sat in meetings planning events and colleagues have reacted very strangely to the thought of young people taking a lead – they see young people’s events in one place and one for the professionals in another and never the twain shall meet. This has often been rationalised by saying people find young people’s inclusion tokenistic. I find their inclusion tokenistic too, if it’s not done right. So what’s my advice? Don’t be tokenistic!
Our conferences have always had young people delivering workshops, drama presentations, debates and keynote speeches. Young people have made video diaries of conferences and blogged about their experiences. Using a Twitter feed has seen young people share thoughts and others not attending have had the opportunity to join in too. This year will be the same – more details to follow soon but this is the standard we set for every event.
The national competition has been a revelation for us at respectme, once we changed the focus from simply a poster campaign to one asking the question ‘What does bullying mean to me?’ This has led to thousands of entries in a variety of formats form creative writing, to videos, photography sculpture (yes, sculpture) to songs and raps. In asking this question we get individual feedback on what bullying means to children and young people.
The themes that emerge are consistent each year, young people feel lost, hurt, frightened, helpless and worried about making things worse. These feelings of fear and loss are expressed vividly in a number of ways. The leaning this has given us and the confidence to talk about what young people say about bullying has been incredible.
The competition is not just for schools, youth clubs, children’s homes and all sorts of organisations can enter. If you are involved in dance, drama or any activity, this competition may be of interest. See the home page on www.respectme.org.uk for information.
Our campaigns vary every year and last years ‘She’s still going somewhere’ campaign video will be hard to top. That is something the whole team will be focussing on ion the coming weeks – so watch this space or indeed any feedback you want to share, let me know.
It has always been our intention to use anti-bullying week to highlight and showcase the work being done every week of the year on anti-bullying. We never wanted this week to be just a time for specific activity in schools or clubs that may be forgotten about soon after. We fund work in local areas too to promote activity that raises the profile of anti-bullying, some of the brilliant work done here will be featured at an event at the Scottish Parliament on Wednesday November 21 2012.
